Creating a voter list in Voter.Vote helps campaigns identify and target the right voters for outreach. You can name, filter, and export customized lists for mail, text, or door-to-door efforts — all from one dashboard. As a result, this tool streamlines voter data management so campaigns can focus on engagement, not spreadsheets.

How to Create a Voter List

  1. File Name: Give your list a clear, descriptive name for downloading or emailing. Avoid spaces or special characters.

  2. List Type: Choose your list style — Full Voter, Walk, or Direct Mail — to match your outreach method.

  3. File Type: Select your preferred export format. Excel (.xlsx) is the default and easiest for most users.

  4. More Options: Expand to access advanced filters such as Demographics, Political, and Turnout data.

  5. Create List: Once all required fields are filled, click Create List to generate your voter file.

  6. Estimated Records & Get Counts: Preview how many voters match your filters before exporting.

  7. View Lists: Return to the main page to view, download, or manage your saved lists.

Pro Tip: Use Get Counts before creating a file to fine-tune your targeting and save time. Adjust filters until the number of records fits your campaign’s budget and outreach goals.

Voter List Filters

These filters help you narrow down your audience and create precise, targeted lists for campaign outreach. Each category includes several filter types you can combine for maximum precision.

Demographic Filters

  • Ballot Language: Select voters by their preferred ballot language (e.g., English, Spanish, Chinese). Choose “All” to include voters regardless of language.

  • Gender: Filter by gender. Include only male, female, or non-binary voters, or choose “All” to disregard gender.

  • Age Range: Define a minimum and maximum age for voters. The default range (18–150) covers all eligible voters. Adjust to target specific age groups.

  • Birthplace: Narrow your list by voters’ place of birth. Options typically include U.S.-born, foreign-born, and specific regions. Leave as “All” to include everyone.

  • Ethnicity: Filter voters by ethnic group (e.g., Asian, Black, Hispanic, White). Selecting “All” ignores this criterion.

  • Income Range: Choose an income bracket to focus on voters within certain household income levels. “All” includes every income range.

Political Filters

  • Political Party: Limit the list to voters registered with a specific party (Democratic, Republican, NPP/Independent, etc.). The “All Parties” option includes all affiliations.

  • Political Leaning: Use the numeric range to target voters based on modeled ideological leaning (0 = most conservative, 100 = most liberal). Adjust the minimum and maximum values to refine your audience.

Turnout Filters

  • Registration Date: Specify a registration date range to include voters who registered within a particular time window. Useful for targeting newly registered voters.

  • Voting Forecast: Focus on voters with a predicted turnout likelihood within a given number of days before Election Day. Choose ranges (e.g., 0–7 days) from the dropdowns; “N/A” disables this filter.

  • Voted in Past Elections: Select voters based on participation in past elections (e.g., recent primaries or general elections). Leave as “All” to ignore this filter.

  • Turnout Slider: Adjust the slider between 0% and 100% to include voters with a certain probability of voting. Setting a higher minimum helps identify likely voters; a lower maximum includes less likely voters.

  • Voting History: Define the minimum and/or maximum number of elections a voter has participated in (out of the last six). This can help focus on habitual voters or those needing extra outreach.

Address Filters

  • Residential Zip Codes: Choose one or more ZIP codes to include voters from specific geographic areas. Use the “Import Zip Codes” link to upload a list of ZIP codes from a file.

  • Residential Cities: Filter voters by city of residence. Ideal for municipal campaigns or city-specific initiatives.

  • Residential Precincts: Select particular precincts to narrow your list. You can also use “Import Precincts” to upload a list of precincts.

  • Residence Type: Choose the type of dwelling (e.g., single-family, multi-unit) to tailor outreach materials appropriately.

Household Filter

  • Pure DEM/REP/NPP Households: Include only households where every registered voter belongs to the selected party (Democratic, Republican, or No Party Preference/Independent).

  • Minor Party Households: Include households where all voters are registered with minor parties.

  • Mixed Households: Target households containing voters from more than one party.

  • Households with More Than One Voter: Restrict the list to multi-voter households (useful for canvassing efficiency).

  • Households with More Than One Voter (Same Last Name):Further refine to multi-voter households where voters share the same last name, indicating likely family units.

CRM Filters

  • Voter Campaign Attributes: Filter by custom attributes assigned in your CRM (e.g., volunteer status, donor level). Choose “N/A” to ignore this filter.

  • Voter Interests: Select voters based on issues or topics recorded in your CRM (education, environment, taxes, etc.).

  • Voter Leanings: Filter by leanings captured during canvassing or surveying (e.g., supporter, undecided, opposed).

  • Canvassing Status: Include or exclude voters based on their canvassing status such as Not Contacted, Contacted, Scheduled, etc.

Exclude Filters

  • Exclude Unlikely Voters: Removes voters with a low likelihood of voting (based on predictive models). Use this to focus on more engaged voters.

  • Exclude Voted Already: Excludes voters who have already cast their ballots in the current election cycle.

  • Exclude Phones and Emails: Removes voters for whom phone numbers or email addresses are on record; useful if you plan only physical mail outreach.

  • Exclude Outreached Already: Omits voters who were recently contacted, helping you avoid redundant outreach.

  • Exclude from Outreach (CRM Tag): Excludes individuals flagged in your CRM as do-not-contact or otherwise ineligible for outreach.

  • Exclude Outreached Already (Advanced): Opens advanced settings to specify how far back the system should check for previous outreach when excluding voters.

Additional Options

  • Additional Columns: Add extra data fields to your export beyond the standard columns (e.g., phone number, email, ballot return type). Use the dropdown to select the columns you wish to include.

  • Additional Records: Manually add individual voter records that may not exist in the system. Click “Add Record” to enter contact details such as first name, last name, email, phone number, street address, city, state, and ZIP code. Use the check box to determine if the manually added records should be included in the exported list.
